Making assumptions about iOS users [on hold]

For the app I plan to develop for iOS, there is following observation. We
think that number of iOS 5 users can be relatively large in my region as
compared to other countries.
Also, we think users in our region might take more time to update/move to
iOS7 than users in other country.
Based on this, I am thinking to write my app with iOS5/iOS6 in mind
(however, due to forward compatibility hope that users of iOS7 can also
use it).
If my assumptions about user base (e.g., their usage of iOS5 etc.) is
correct, is it correct that I am targeting iOS5/iOS6?. Thank you.
